The Role

Reporting to the Director, Commercial, Change and Portfolio Delivery you will take accountability for delivering a clear commercial strategy, embedding commercial and procurement operational excellence, providing effective governance & assurance and promoting a collaborative culture across the City of London Corporation and externally.

You will also develop responsible procurement business practices including market shaping, diversification of supply chains and innovation as well as the design and implementation of a framework for new business opportunities and income generation.

 Responsibilities

  • Promote a commercially focussed and inclusive team culture that drives innovation and continuous improvement to achieve significant and sustainable cost improvement

  • Provide expert leadership to ensure the effective leverage of the Corporations spend to maximise commercial opportunities, drive innovation and position the Corporation as a commercial leader.

  • Partner with services/institutions and other stakeholders to develop commercial partnerships that deliver increased revenue, and/or added social value to the Corporation.

  • Lead the development of the strategic procurement lifecycle, including commercial contract management and commercial strategies

  • Develop analytical capability to support intelligence-led decision making, including the provision of detailed market analysis, a Corporate contract portfolio risk profile and comprehensive category strategies.

  • Advise on commercial, procurement and contract management matters, as well as commercial operational performance, contract/supplier performance, delivery against income generation targets and responsible procurement measures to the Corporation’s chief officers, Elected Members and departmental officers

  • Develop a shared purpose to address complex commercial issues that require a pan-organisation approach, embedding principles of entrepreneurialism, social value, EDI and financial efficiency.

About you

We are looking for a commercially creative procurement leader who is at their best working in a transformative environment and thrives on delivering leading edge innovation in areas such as market shaping / income generation, value creation, risk management and end to end procurement practices.

  • Leading a team that is responsible for a c£160m pa spend, coupled with a construction project pipeline of c£250m, you will also be passionate about embedding an inclusive culture that is focussed on best practice, commercial collaboration and continuous professional development.

  • You will bring extensive experience of developing new business opportunities / revenue streams and social value initiatives that have delivered significant savings and benefit, ideally in a public sector context.

  • Have experience of market shaping and development including promoting commissioning capability in micro-businesses and the not-for-profit sector.

  • Have a deep knowledge of existing UK public procurement legislation as well as experience of developing new and existing governance and assurance frameworks within a procurement / contract management environment.

  • You will have experience of delivering best practice in contract administration, service delivery performance management and supplier relationship practices.

  • Evidence of championing successful change management within a complex and demanding commercial environment; developing, leading and implementing strategies and change programmes to secure continuous service improvement, successful outcomes and significant operational and service changes.
